Regional Human Resources is responsible for the application of Human Resources knowledge, tools, policies and programs to further the success of the business, the development of talent, and compliance with internal/external requirements. Servicing the entirety of the organization from Senior Leaders to individual contributors, Regional Human Resources provides and sustains the processes and necessary HR support to positively affect the entire Talent Life Cycle.
HR support provided by Regional Human Resources is comprehensive in nature for people managers, supplying all the HR Services needed to move their organization forward, supported and enhanced by HR Centers of Expertise, myHR portal/askHR tools, and Business Partner support for strategic talent priorities.
Through dispersed Regional/Country/Facility assignments, Regional Human Resources also provides localized insights and knowledge that further the understanding, sustainability, impact and ultimate success of HR practices, tools, programs and policies
o Develop and achieve both short and long term staffing plans/objectives.
o Facilitate college recruiting, apprentice, and other early career talent acquisition programs designed to meet future talent demands of business. Support COEs in broader Company branding and diversity recruiting initiatives.
o Review requisition workflow, validating accuracy/quality of position descriptions, appropriate titling/leveling assignment, while ensuring overall data accuracy.
o Partner with hiring managers and talent acquisition resources to fill open positions with high-quality and appropriately compensated candidates, escalating hard-to-fill requisitions as required.
o Develop hiring manager capabilities in selection tools/processes to enable the best hiring decisions possible. Contribute to selection process for managerial/other key hiring decisions.
o Support integration of new associates related to mergers/acquisitions in area of responsibility.
o Advise and counsel all levels of employees and managers on performance/personnel issues and dispute resolution.
o Approve written employee actions including performance improvement plans and progressive disciplines; seek additional review from Center of Expertise and Legal as needed.
o Investigate grievances/complaints related to disciplinary actions, discrimination, harassment and workplace violence; protect confidentiality and sensitivity of investigation details. Engage in other investigations as directed by Ethics function.
o Monitor and ensure regional and local compliance with employment laws and labor agreements. Provide labor relations guidance to regional leadership team, supporting business objectives through the strategic development, administration, and execution of collective bargaining agreements. Implement and evaluate procedure to manage bargaining unit interaction, contract administration, grievance administration and discipline to ensure organization goals are met and identify and escalate issues as warranted.
o Counsel managers regarding compensation (e.g., pay adjustment, promotion, etc.) and benefits requests (e.g., expatriate relocation/perquisites) to ensure understanding of and alignment to global policies, practices and philosophies.
o Counsel Managers on deployment of CPP process, actively encouraging robust performance differentiation, honest and direct feedback, and proactive development planning.
o Deliver COE-supplied training content where required, and facilitate competency validations specified by Corporation in support of core on-line training programs.
o Coach and advise leaders to develop individual and team competencies and behaviors.
o Provide counsel to high potential and other individual contributors with specific development needs.
o Hold leaders accountable to ensure that individuals enter, move up, across, or out of the organization in a way that benefits the team as well as the organization as a whole and achieves talent priorities.
o Propose/Review termination requests for compliance with FLS process, and to ensure effective management of FLS risks.
o Plan/Execute approved RIF and organizational restructuring programs in area of responsibility
o Complete headcount forecasting activities (VEMO) in assigned area of responsibility, and counsel appropriate business leaders on interpretation and use.
Holds a bachelor’s degree in human resource management or related field, with prior experience and knowledge in above accountabilities per below guidelines:
Specialist Level – Typically greater than 8 years, with additional in-depth expertise areas allowing for broader contribution within function on Regional basis
Fluent English language skills – both written and spoken
